7NOTICE OF MOTION

A notice of motion submitted in accordance with Standing Order 29 is set out below.

In accordance with Standing Order 31, motions that refer to matters within the remit of the Executive, or Education Executive, will stand referred to the appropriate body, without discussion, unless:-

(1) special circumstances exist which, in the opinion of the Provost (having consulted with the Council Leader and the Leader of the Opposition) requires an exception to be made;

(2) two thirds of the members present vote in favour of the matter being discussed; or

(3) the motion raises an issue with significant impact on the Council area which the Provost, having consulted with the Leader of the Council and the Leader of the Opposition, considers suitable for debate at Council.

The motion is -

Denny Town Centre Regeneration Capital Grant Fund Application

The Executive at its meeting of 30th September 2014 agreed to continue with an application to the Scottish Government for £1.4m of funding to "… augment the Council's commitment to the scheme." A decision on the Council's application is anticipated in November, prior to Full Council's ability to debate the application.

In light of information only made aware to local members and Denny & District Community Council at its meeting of 6th Oct, difficulties have become apparent with the application.

Motion

(1) That Council recognise inconsistencies within the RCGF Second Stage application and withdraw the application; and

(2) That Council instruct the Director of Development Services to initiate with immediate effect the tender process for the construction phase of Denny Town Centre.

Proposed by Cllr. McCabe

As the motion set out above seeks to change as decision taken within the last six months, Standing Order 35 will apply.
