Scottish Flytipping Forum

In response to a review of the Litter and Flytipping provisions of the Environmental Protection Act (EPA)1990, commissioned by the Scottish Government, funding was provided to Keep Scotland Beautiful for the establishment and co-ordination of a Scottish Flytipping Forum (SFF) and the national 'Dumb Dumpers|' campaign.

The SFF was convened in February 2003 with representation from major stakeholders including the Scottish Government, the Scottish Environment Protection Agency (SEPA), the Police, local authorities, the Scottish Waste Awareness Group (SWAG), Network Rail, British Waterways, the Scottish Landowners’ Federation (SLF), the National Farmers’ Union Scotland (NFUS), the Forestry Commission and the Association of Scottish Community Councils. A full-time Flytipping Prevention Officer is employed by Keep Scotland Beautiful to co-ordinate and take forward the work of the Forum, which has a wide remit covering all aspects of flytipping in Scotland.

Falkirk Council is working closely with the Flytipping Prevention Officer to ensure the recommendations and proposals of the SFF are implemented at a local level.

We have established a local forum involving relevant Council departments and local representation from the Police service and SEPA, which seeks to develop agreed joint working procedures for tackling flytipping in the Falkirk Council area through education, remedial action and enforcement.

In addition, we also collate information on all incidences of flytipping which are then fed into the online ‘Flycapture’ database. Information on type, source and location of flytipping is recorded, and estimated costs of clearance and enforcement action are calculated. ‘Flycapture’ data is monitored by the Scottish Executive and we hope this will ensure that we are given adequate funding to deal with this widespread (and increasing) problem.
