The Housing (Scotland) Act 2001 gave tenants new rights to information, consultation and participation on housing matters that affect them. It also gave landlords legal responsibilities in relation to tenant participation. Some of these duties are:

to develop and implement a tenant participation strategy

to set up arrangements for the registration of tenant organisations

to inform and consult with tenants’ organisations and individual tenants on a range of housing and related issues.
