Falkirk Council participated in a Scottish Government Pilot to formally test out the inclusion of Community Benefit Clauses within the public sector procurement process.

The focus of the formal pilot project in Falkirk was on targeted training and employment within the contract to build the four new secondary schools and required contractors and service providers to deliver training and employment outcomes.

The project to date has delivered 24 Modern Apprenticeship opportunities and 5 adult general construction operative jobs. This approach has since been rolled out to other construction and regeneration developments but is an approach which requires additional work to ensure the objective of a "business as usual" approach is achieved.

This project is therefore aimed at further embedding the approach of Community Benefits in Procurement within Falkirk Council and with other public sector organisations to expand the scope and quantity of employment and training opportunities linked to the local action plans for increasing skills and employability for those priority clients of working age who are currently unemployed (Workforce Plus and More Choices, More Chances)

This project will ensure that the progress achieved to date is used as a launch pad to develop and create more opportunities for disadvantaged people and areas and achieve better value for the public pound.
