Where and why the ADP meets
The Alcohol and Drug Partnership (ADP) meets every two months at the Municipal Buildings, Falkirk. At these meetings local substance use issues are discussed and measures for tackling them are considered.
These issues and the measures for tackling them form the basis of a Local Action Plans, that are seen to be locally owned and derive benefit from the participation of those organisations and community groups who are closest to the problem. They bring realism and a local perception that assists the process.
What does the ADP do?
The ADP's main task is to identify what the local substance use issues are, what the main local concerns are. It does this by contributing to the formulation of Local Action Plans that are used to inform the strategic aims of the Forth Valley Alcohol and Drug Partnership (FVADP).
In this way, they assist in the building of a developing strategy that ensures the interface between local, Forth Valley wide, and national strategies. They also have an input to decisions about how monies identified for substance misuse services are spent.
This influence can be seen in the way the ADP supported the notion of providing a tier one service for substance misusers that is firmly rooted in the community and is delivered by a consortium of community groups.
Falkirk Alcohol and Drug Partnership – Terms of Reference
Introduction
The terms of reference for Falkirk Alcohol and Drug Partnership (FADP) have been drawn up with regard to Scottish Government Delivery Reform Group Final Report that outlined recommendations for creation of Alcohol and Drug Partnerships throughout Scotland with alignment to Community Planning Partnerships and reporting via the Single Outcome Agreement.
Forth Valley Substance Action Team is to become Forth Valley Alcohol and Drug Partnership with Falkirk Council being a constituent partner.
Falkirk Alcohol and Drug Partnership
FADP will consider all substances (Alcohol, Drugs, Tobacco and Volatile Substances) within their remit with regard to use/misuse, treatment, education/prevention, availability and enforcement.
FADP will be the lead strategic partnership within Falkirk in relation to substance and will be responsible for:

implementation of national and local (Forth Valley) strategies

providing a co-ordinated response in relation to the appropriate section of all plans created within Falkirk Council and other relevant public sector and voluntary sector documents

creation of a FADP Action Plan
Membership of FADP will be at the level of local managers or head of services to ensure strategic ability and decision making of the partnership. Membership will be drawn from:

FADP will agree:
-
an action plan for all substances
-
that all main partner organisations are represented on the partnership
-
to maintain seniority of membership
-
to meet every two months (six times a year)

continued links with Forth Valley Alcohol and Drugs Partnership

to maintain strong links with local community
-
to sanction applications (financial) internally and externally for funding in relation to substance linked to local priorities

to consider reports in respect of gaps in service provision and to seek solutions
FADP will also have the option to co-opt membership for specific pieces of work or new developments within its remit requiring full representation on the partnership.
Members of FADP will monitor and review the activity of their own service plans in relation to impact of substance on service users and report progress on local priorities and outcomes within the agreed plan.
FADP will be supported by four Sub Groups.

Prevention and Education.
The Sub Groups will be chaired by a member of FADP and attended by nominated/or co-opted personnel from statutory and voluntary services/agencies that operate within the Falkirk area.
Falkirk Council will be a constituent partner of Forth Valley Alcohol and Drugs Partnership (FVADP) and will be represented by the Chair of Falkirk Alcohol and Drugs Partnership (FADP).
Falkirk Council will be represented on Sub Groups of FVADP as appropriate
FADP will report to FVADP on local activity in relation to all substances as reflected within existing Forth Valley strategies and proposed FADP Action Plan.
