A Personal Licence allows the holder of the licence to authorise the sale of alcohol.
The licence lasts for 10 years when it must be renewed. Renewals which must be made no later than one month before the date on which the licence will expire will also last for ten years.
Applications for personal licences| must be made to the Licensing Board for the area where the person applying lives. If the person seeking to apply for a licence lives outwith Scotland then an application can be made to any Licensing Board. A person can only be the holder of one Personal Licence at a time.
Applicants for a personal licence must:

be at least 18 years of age

possess an accredited licensing qualification; and

not have had a personal licence revoked within a period of 5 years.
On receipt of an application for a personal licence, the Licensing Board will give notice of the application to the Chief Constable of Central Scotland Police who can provide a notice to the Board that the applicant has been convicted of a relevant or foreign offence and make a recommendation that the application be refused. In such circumstances the Board will hold a hearing before determining the matter.
Licensees must undergo refresher training every 5 years.
Licensees must advise the Licensing Board which issued the Personal Licence regarding any change of address.
Licensees must advise the Licensing Board which issued the Personal Licence regarding any further relevant conviction sustained. It is an offence not to do so. If the licensee is working in an area different to the one where the Personal Licence was issued they must also advise the Licensing Board for the area in which they are working.
Personal Licences issued in England and Wales are not transferable to Scotland and vice versa.
