Consultative Draft
The Antonine Wall runs through five local authority areas across central Scotland: Falkirk, North Lanarkshire, East Dunbartonshire, Glasgow and West Dunbartonshire.
In July 2008, it was designated as a World Heritage Site becoming an extension of the trans-national ‘Frontiers of the Roman Empire World Heritage Site’ which includes Hadrian’s Wall in England and the German Limes.
As part of the Antonine Wall Management Plan, submitted with the nomination document to UNESCO in January 2007, the five partner authorities agreed to a uniform planning policy for the Antonine Wall, which is now included in the adopted Falkirk Council Local Plan as Policy, EQ17 (1), (2) & (3): Antonine Wall. The policy outlines a presumption against development which would have an adverse impact on the World Heritage Site and its setting.
The third part of the policy commits the Council in association with partner Councils and Historic Scotland, to the preparation of Supplementary Planning Guidance. The purpose of the guidance is to: explain the significance of the Antonine Wall and its status as a World Heritage Site; encourage early and effective consultation with Councils and Historic Scotland; outline the approach and procedure for assessing development affecting the wall and its setting; and provide guidance for decisions on planning appeals and enforcement.
At its meeting of the 14th June 2011, the Council's Economic Strategy and Development Committee approved the draft SPG for consultation purposes.
The Councils are now consulting with the local community, landowners and potential developers on the draft SPG and its accompanying Environmental Report.

At the end of the consultation period, comments will be analysed and, if necessary, modifications will be made to the SPG before it is finalised and presented back to each of the 5 Councils for final committee approval.
Once adopted, the SPG will become a material consideration in the determination of planning applications on or within the setting of the Antonine Wall.
