Banknock and Haggs Special Initiative for Residential led Regeneration (SIRR) Development Framework
The approved Falkirk Council Structure Plan 2007 requires the development of a Special Initiative for Residential led Regeneration (SIRR) in Banknock and Haggs.
The Falkirk Council Local Plan requires a development framework to be prepared in consultation with landowners, the local community and Scottish Water within which the planning of individual sites can take place.
Following two consultation events which took place in September 2007 and June 2008, Falkirk Council prepared a consultative draft Development Framework which outlines a framework for the development of up to 700 new houses on two sites covering approximately 35 hectares within Banknock and Haggs including:

a new village centre;

an expanded primary school;

substantial areas of greenspace; and
-
sewerage and transportation network improvements.
The Consultative Draft Development Framework and accompanying Environmental Report were put out to consultation between Monday 01 December 2008 and Friday 30 January 2009.
In total 18 separate responses were received on the Consultative Draft Development Framework and 3 separate responses were received on the Environmental Report. A number of modifications were proposed in response to comments received including:

The introduction of a requirement for a village centre masterplan to be produced alongside future planning applications;

The inclusion of an indicative phasing plan to provide more certainty as to when key pieces of infrastructure will be delivered;

The introduction of a requirement for all un-consented housing sites along A803 corridor between Coneypark and Dennyloanhead to contribute towards M80 sliproad junction improvements;

The introduction of additional wording to allow alternative access options to those shown on the Indicative Concept Plan to be investigated;

Minor changes to Indicative Concept Plan to satisfy the concerns of local residents; and
-
The inclusion of new sections outlining a village structure analysis and the historical context of Banknock and Haggs to inform the spatial vision of the Development Framework.
On 24 June 2009 the Banknock and Haggs SIRR Development Framework was approved as Supplementary Planning Guidance by Falkirk Council. The Development Framework will help inform detailed masterplans and planning applications for development in the Banknock/Haggs area.
