Roads and Transport Capital Programme 2011/2012

Falkirk Council currently has a roads and transport Capital allocation for various road, bridge, street lighting, and flooding projects.

Development Services has the responsibility for delivery of this programme of work.

The policy and budget responsibilities are undertaken by the Transport Planning Unit, whilst the design, procurement and construction of identified schemes is undertaken by the Engineering Design Unit.

This annual capital budget allocation is split between several headings and these are listed below for financial year 2011/2012. Within each of these budget headings, a number of discrete contracts may be procured.

Road Safety - £250,000

The road safety budget is spent on small road schemes designed to improve overall road safety this including upgrading of traffic signals and minor junction improvements.

Cycling, Walking and Safer Streets (CWSS) - £219,000

CWSS is a direct ring fenced grant award from the Scottish Government to be spent on schemes that satisfy the CWSS criteria. These include Disability Discrimination Act (DDA) upgrade of traffic signals, footway provision and upgrades, footway / cycleway construction etc.

Cycling and Pedestrian Facilities - £100,000

The cycling and pedestrian facilities budget is spent on small cycling and pedestrian schemes through out the Council area and includes upgrading and construction of cycle/footways.

Road Schemes - £2.145m

Part of this budget is from the Scottish Government as a contribution towards a major road scheme on the M876.

The budget is used for major road scheme including new infrastructure provision (roundabouts access roads, car parks, motor slip roads etc.).

Bridge Assessment Strengthening - £700,000

This budget is to fulfil the Council's statutory obligation to replace and strengthen its bridge stock. Projects included under this heading include bridge deck replacement, parapet upgrading, bridge strengthening, and safety barrier work.

Street Lighting - £700,000

This budget is to fulfil the Council's statutory obligation to replace and upgrade its street lighting stock.

Flooding - £880,000

This budget has been allocated for flood defence schemes for watercourses within the Falkirk Council area. This includes major schemes like Grangemouth Flood Prevention scheme to minor schemes like the Chapel Burn.

Contracts Governed by European Procurement Directives

Contracts for goods, services or works which are estimated to be above the EU thresholds are legally required to comply with EU procurement directives and will be advertised by a tender notice in the Official Journal of the European Union (OJEU).

Other Contracts below EU Thresholds

Contracts below EU thresholds and above £30,000 will be advertised on the Public Contracts Scotland Portal.

Contractors should confirm their interest in tendering for Falkirk Council Contracts accordingly. Submission, through the portal, of an on-line Pre Qualification Questionnaire (PQQ) will be required, which will be objectively scored to allow a list of tenderers to be established.

In line with the Council's Contract Standing Orders, a minimum of 3 and a maximum of 8 contractors will be selected and invited to tender and issued with full tender documentation.

Membership of ConstructionLine will involve submission of a much reduced form of the PQQ. Contractors not registered with ConstructionLine will be required to submit a full PQQ.

Tender Documentation

Tenders will generally be prepared as either ICE 5th Edition or NEC3 re-measurement contracts with a bill of quantities for pricing.

Specification and bills of quantities will generally be prepared in accordance with the Manual of Contract Documents for Highway Works (MCDHW) issued by Transport Scotland on behalf of the Scottish Government.

Tender Evaluation and Award of Contracts

Tenders are evaluated and contracts awarded in accordance with the Council's Contract Standing Orders.
