The Education (Additional Support for Learning) (Scotland) Act 2004 introduces a new framework for providing support for children and young people who need some additional help with their learning. The Act aims to ensure that all children and young people are provided with the necessary support to help them work towards achieving their full potential. It also promotes collaborative working among all those supporting children and young people.
The Act, and the associated secondary legislation, will replace those sections in the Education (Scotland) Act 1980 that legislated for children and young people with special educational needs and Records of Needs. This will mean that Records of Needs will no longer be statutory documents and education authorities will not have any duties with regards to them.
