National standards for youth justice in Scotland were introduced in December 2001. They provide a framework for the delivery of youth justice services and targets for the reduction of persistent offending by young people.
Local authorities are measured against these standards, which are concerned with a number of aspects including the provision of services / programmes, the reduction in the use of secure accommodation and the development of a multi agency strategic approach.
