A tiered approach to youth justice

We have adopted a tiered approach to youth justice in Falkirk to ensure that everybody working with young people in trouble has a clear understanding of where they sit in the system.

The tiered approach ensures that young people get the right service at the right time to meet their needs and deeds and that they are diverted away from offending and anti-social behaviour. The tiered approach ensures that the young people who have the most serious problems and are the most problematic in the community get the most help.

Tier one - preventative services

These are mainstream and accessible to all young people. They assist young people to develop skills and interests which protect them from becoming involved in anti-social and offending behaviour. 

Services in this tier include:

  • Leisure Services
  • Community Education
  • Health Services
  • Voluntary Sector Services
  • Blue Light Discos

Tier two - early intervention services

This tier contains services that are designed for young people who are involved in low level offending and/or anti-social behaviour. Services in this tier are as follows:

  • Active Steps – Beechnut Project
  • Children & Families Services
  • Columba 1400
  • Detached Youth Work Services – Street Talk
  • Police Restorative Warnings
  • Sacro – Restorative Acceptable Behaviour Contracts (RABC’S)
  • Sacro – Restorative Justice Service to the Reporter’s Service
  • Youth Learning Team

Tier three - intermediate services

This tier contains specialist offending services for young people who have developed a pattern of offending or are involved in behaviour which places themselves and/or others at risk. Some of the services in this tier can be accessed through the Youth Justice Referral Group| and include:

  • Children & Families Teams
  • Connect Services for young people
  • Freagarrach
  • matrix
  • restorative justice

Tier four - intensive services

This tier contains services for young people involved in serious or highly persistent offending. Young people in this tier are viewed to be a high risk to themselves and/or others and require therapeutic and intensive services.

Services in this tier include:

  • Antisocial Behaviour Orders
  • Connect Services for young people
  • Freagarrach
  • Polmont Young Offenders Institution
  • Secure Accommodation
