Since the end of May six boards, designed to keep the Council of the Future change programme on track, have taken place.

The boards, part of the programme's governance structure, provide a way to:

  • Identify opportunities for collaboration
  • Quickly and easily flag up any hurdles and get support to overcome them
  • Discuss key financial issues
  • Celebrate success

To help keep you up to speed, we’ve provided a quick overview of each board, it’s role and membership, when it meets, and where you can read the latest updates.  

Council of the Future Board

Responsible for the overall delivery of the COTF change programme - and the board where Elected Members can ask questions and get answers directly from those involved in the change programme.

Membership:

  • Chief Executive and Chairperson - Kenneth Lawrie
  • Two representatives from each political group including Group Leaders - Cllrs Cecil Meiklejohn, Jim Flynn, Gary Bouse, Lynn Munro, Joan Coombes, Pat Reid
  • Directors:
    • Corporate & Housing Services – Stuart Ritchie
    • Development Services – Douglas Duff (Acting Director)
    • Children’s Services – Robert Naylor
  • Chief Officer of Health & Social Care Partnership - Patricia Cassidy
  • Chief Finance Officer - Bryan Smail
  • Head of People, Technology & Transformation - Karen Algie
  • Change Manager - Rebecca Macdonald

The board meets every six weeks.

On 25 May, members were talked through the new gateway system and an update was provided on the Closer to Home programme.

Make it Happen Board

Designed to provide strategic oversight to the COTF programme, which means, in a nutshell, that the board is responsible for the smooth running of the programme. Any hurdles identified by workstream boards are addressed collaboratively and quickly or escalated to the COTF Board.

Membership:

  • Chief Executive and Chairperson - Kenneth Lawrie
  • COTF Senior Responsible Owner (SRO) - Stuart Ritchie
  • Directors (as above)
  • Chief Finance Officer - Bryan Smail
  • Workstream SROs:
    • Communities - Kenny Gillespie
    • Enterprise - Pete Reid
    • Innovation - Karen Algie 
  • Change Manager - Rebecca Macdonald
  • Project Managers/subject matter experts - as invited

Powering Our Priorities (POP) Team meeting

This meeting was put into the diaries to help speed up the pace of transformation and to ensure any issues relating to progress through the new gateway system could be addressed and overcome or escalated to the COTF Board. 

POP is temporary and designed to help develop COTF project workbooks/get projects on track.

Membership:

The same as the MIH Board but with the following changes: 

  • The Chief Executive and project managers/subject matter experts do not attend
  • Three operational support representatives (one for each Service) join the meetings

The team meet every two weeks.

Workstream Boards

Each Council priority has a Workstream Board. These boards co-ordinate and manage the transformation activity of each project sitting within the priority, with a particular focus on the work of priority projects.

Any issues that need escalated are addressed at the POP team meeting and/or the MIH Board. 

Membership:

  • Workstream SRO – as above
  • Chairs:
  • Project Managers – various
  • Central Support Team – representatives from Finance, Human Resources, and Programme Management Office

Workstream Boards meet every two weeks.
