Consultation on Proposed Changes to Enhanced Provision Model of Support

Update - Monday 09 February 2026

In August 2025, Falkirk Council’s Executive (including Education) agreed that a consultation with all stakeholders be undertaken on Proposed Changes to Enhanced Provision Model of Support. Falkirk Council has undertaken this consultation seeking views on the proposal, under the terms of the Schools (Consultation) (Scotland) Act 2010 as amended. UPDATE – Wednesday 28 January 2026

Please note that the dates indicated on Participate+ for 'Phase 3 – Publish Consultation Report' have been moved to week commencing 09 February 2026. 

The dates previously shown for this phase were indicative. Due to the volume and detail of responses received during the consultation, additional time is required to ensure that all representations are fully considered and accurately reflected in the Consultation Report.

Stakeholders should note that this proposal will not be considered by the Council's Executive on 19 February 2026. The Consultation Report will instead be reported to the Council's Executive on Thursday 23 April 2026.

The conclusions of the Consultation Report will inform the recommendations brought forward to Elected Members and will therefore be clear well in advance of the Executive committee report being published.

The Council's Consultation Report will:

  • set out all responses received
  • include notes from public meetings 
  • include Education Scotland's report
  • provide the Council’s response to the issues raised

Update – October 2025

Statement on the Proposal for Enhanced Support in Every Falkirk Primary School

Following the ongoing consultation activity, discussion and feedback, we want to clarify that no decision has been made regarding the model of enhanced support and we would continue to encourage engagement from all relevant stakeholders. We want the final approach to reflect the needs and aspirations of all. At the very core of the proposal, we seek a way to ensure that every Falkirk child receives the right support, in the right place, at the right time, within their own school and community.

We want to provide clarity around some wording in the consultation paper, particularly relating to the suggestion that all children who currently attend an Enhanced Provision would be required to return to their catchment school. We would like to be very clear that no child will be forced to move school. The proposal sets out the ambition that, if every school is equipped with the staff and resource to provide enhanced support, children could be educated in their local school and community. This remains a goal in the proposal that could be achieved through careful transition, planning and collaboration.

A decision on this proposal will be made by Falkirk Council's Executive on 23 April 2026. An update on the decision made will be made available on our meetings schedule webpage.

On 21 August 2025, the Executive agreed to a statutory consultation process for the proposed changes to the Falkirk Primary School's Enhanced Provision model.

As part of the ASL review, which began in October 2024, an inconsistency of support was identified for learners who require enhanced support at Stage 3 of our Intervention Framework. In order to improve upon the model of support for these young people and all learners within Falkirk Council, it is proposed to restructure the current Primary Enhanced Provision model so that every primary school would be supported to develop the capacity to provide an appropriate level of Enhanced Support for all.

Before any final decision can be taken on this proposal, a formal consultation is required in accordance with the Schools (Consultation) (Scotland) Act 2010.

Consultation

The purpose of this consultation is to gather the views of all stakeholders, particularly those immediately affected by the proposed changes to Falkirk Council's Enhanced Provision Model of Support in our Primary Schools. This will then be reported back to the Council's Executive in February 2026.
