Off-gas villages (wet electric heating systems)

SGN started the gas infrastructure project in 2023, and it is now complete. Avonbridge, California, Letham, Slamannan and Whitecross are all connected to the gas network.

Gas heating

Contracts to install gas central heating systems have taken place in Avonbridge, California, Letham and Whitecross. Heating installations for Slamannan will begin in January 2026.

At the end of November 2025, over 200 gas heating systems had been installed but refusals remain high with over 100 tenants refusing the gas heating. 

Following installation of the pipeline into the villages, tenants have been asked to choose an energy supplier and arrange for a gas meter to be fitted.

This can be done in 4 easy steps: 

  1. Contact your energy supplier: call the company of your choice and ask them to install a gas meter.
  2. Have your information ready: you will need your full address and the meter point reference number which is found on the yellow label inside your gas meter box.
  3. Request a U6 meter: request a U6 meter for a MEDIUM pressure main. 
  4. Call customer care: once the meter is installed, let Falkirk Council Customer Care know by calling 01324 504810 (or leave a voicemail) and they will contact you to arrange a survey before the heating is installed in your home.

Green Energy System

Where there is no gas supply, a green energy system has been chosen. This consists of an Air Source Heat Pump (ASHP) heating system, supported by solar panels, also known as photovoltaics (PV) and battery storage.

Installation will be carried out in 3 phases, 2 of which are complete.

Phase 3

Subject to funding from the Scottish Government’s Net Zero Funding for Social Housing.

Servicing and maintenance of wet heating systems

The contract to carry out annual servicing for all properties with electric wet heating is ongoing. 

Our contractor, Neat Heat, will contact tenants directly to arrange a suitable date and time to carry out the service. Any reported faults or repairs to the system will continue to be carried out on a responsive basis.

Social Security Scotland

There are a number of benefits that are paid by Social Security Scotland to help with winter heating, such as the Child Winter Heating Payment and the Winter Heating Payment. For more information contact Social Security Scotland:

Winter Fuel Payment

Payment of either £100 or £300 to help pay your heating bills. This is paid automatically to those who qualify.

Scottish Power

Scottish Power has a Hardship Fund for customers with debt, who live on a low income. To find out if you would qualify for this Fund please contact, in the first instance a recognised Debt Advice agency such as Step Change Debt Charity on 0800 138 1111 who will advise you how to apply.

Windows and door programme

Priority for replacement windows and doors was given to our tenants living in off-gas villages and areas where homes have lower energy efficiency performance; to assist tenants who are struggling with their fuel bills. This programme is now complete where access was provided.

* Letham is considered a conservation area and the windows and doors will be replaced as part of a separate project.
