Primary Enhanced Provision consultation – recommendation not to progress proposals.

Following a statutory consultation carried out between August and October 2025, Education Services will recommend to Elected Members that proposed changes to Primary Enhanced Provisions do not go ahead.

All current provisions will remain in place and current access arrangements will continue.

The consultation was carried out in response to rising levels of additional support needs and increasing demand for Enhanced Provision places. Its aim was to explore whether changes could improve equity and access to support across all schools.

The Council received 1,194 responses through the Participate+ platform, alongside feedback from public meetings, focus groups, written submissions and pupils. Required impact assessments including equality and children’s rights assessments were completed and informed by this feedback.

While many people understood the aim of improving support for children, the consultation showed concerns about whether mainstream schools currently have the staffing, training, and facilities needed to safely and consistently deliver enhanced levels of support for learners who require it. Concerns were also raised about children’s wellbeing, continuity of support and the potential loss of specialist expertise.

We have listened carefully to the feedback from parents, carers, staff and young people and I want to reassure parents that following feedback this proposal will not be taken forward. 

“Existing Enhanced Provision will remain in place and children and young people will continue to receive the support they require through the current arrangements.

“We are confident that the needs of our children and young people are being met across our schools and the placements being provided. We will continue to strengthen our approaches, working with our staff, families and wider partners.

Education Services are committed to ongoing improvement for supporting additional support needs of children and young people across Falkirk, which will be further enhanced by additional Scottish Government funding
