Multi Agency Public Protection Arrangements (MAPPA) connects all the agencies who manage offenders, such as the Police and ourselves. MAPPA aims to protect the public and reduce the reoffending of violent and sexual offenders.

The organisation developed from the Cosgrove report (expert panel on sex offending), Irving report (reducing the risk) and the work of the Information Sharing Steering Group which led to the Management of Offenders etc. (Scotland) Act 2005.

MAPPA makes sure the management of offenders is consistent across all council and police force areas. It also sets out how offenders should be assessed and how the risk posed by some of these offenders should be managed.
