We're investing in a new Falkirk Town Hall, one that will help revitalise the town centre and create a vibrant space for arts, events and the community.  

More than just a theatre, the new venue will offer a range of accessible and flexible spaces that everyone can enjoy.

As well as supporting theatre, live music and civic functions, it will also house a number of council services, including Falkirk Central Library and Advice and Support Hub.

By offering a dynamic mix of activities and services, the new town hall will draw people into the town centre, support local businesses and attract inward investment that will benefit the whole area.

The proposals

The new Falkirk Town Hall will be a modern, multi-purpose venue, designed to support a wide range of cultural, creative, civic and community activities.

Potentially built over three levels, and with entrances from both High Street and Callendar Riggs, the building will be fully accessible.

  • 550 to 600 seat theatre, with rehearsal and backstage areas
  • Falkirk Central Library
  • 245sqm Studio theatre that will convert into space for council meetings
  • 140sqm dance studio
  • Cafe and bar
  • Workshops and studio space
  • Advice and Support Hub including the Registrars service
  • Office space

How it's being funded

The project is expected to cost £69.84 million. It will be funded through a combination of:

Capital investment, which supports major, long-term infrastructure projects and is typically funded through borrowing

£6 million from the Falkirk and Grangemouth Growth Deal, funded equally by the UK and Scottish Governments

Income from the sale of surplus Council sites, including the Municipal Buildings and Abbotsford House

Where it will be built

Following an extensive search for a suitable location, the Callendar Square Shopping Centre and former Antonine Hotel site was chosen as the preferred location. With the purchase finalised in early 2024, demolition work began in April that year.

The site is due to be cleared by summer 2025.

The Vision

A thriving town centre

The Falkirk Town Centre Vision and Development Framework sets out a bold and ambitious long-term strategy to revitalise the town centre.

A key ambition of the framework is the creation of a cultural hub at the east end of the High Street.

The hub would bring new energy and activity to the area, offering welcoming spaces by day and supporting Falkirk's night-time economy with theatre, music, food and drink, and events in the evenings and at weekends.

The heart of the cultural hub will be the new town hall, a versatile, modern venue that will support local artists, creatives, community groups and businesses, and help cement Falkirk's reputation as a leading regional centre for the arts.

📆 Timeline

The timeline outlines the current proposed stages for the new Falkirk Town Hall. As with all large-scale capital projects, future phases are subject to statutory approvals, procurement, and formal Council decisions. Key decision points are in early 2026, when councillors will review updated costs, consultation feedback and project recommendations.

May 2023

Council commits to a multi-million-pound investment in a new town hall. Formal agreement to purchase Callendar Square Shopping Centre and Antonine Hotel as the preferred site for the new town hall.

February 2024

Council buys Callendar Square Shopping Centre and Antonine Hotel site.

April 2024 to August 2025

The former shopping centre and hotel will be demolished and site cleared.

April 2024 to February 2025

Concept designs produced, considering site characteristics and project requirements.

January 2025

Council agrees to continue developing the project based on a revised cost estimate of £69.84m.

April 2025 to December 2025

Sharing and consulting on the concept designs, including a formal Pre-Application Consultation (PAC).

December 2025 to January 2026

Analysis of feedback and preparation of report for January council meeting, including revised costs and delivery options.

February 2026

Council to consider the next stage of the project as part of its annual budget setting process. This decision will guide whether the proposals move forward to planning submission and procurement.

Spring 2026

Subject to approval, a planning application and phased building warrant applications will be submitted.

Spring 2027

Construction is expected to begin, subject to planning approval, building warrant and procurement processes.

New town hall expected to open!
