ECO4 and GBIS Flex are programmes that help families save money on energy bills and make their homes warmer and more energy-efficient.

These programmes are for people who rent privately or own their own home, who are on low incomes, or who may get sick easily if their homes are too cold. 

The programmes are paid for by big energy companies and are expected to run until March 2026. 

If your family qualifies, you could get free or cheaper ways to improve your home's energy efficiency. For example, this might include better insulation or installing a heat pump or solar panels to help keep your house warm, while saving energy and lowering carbon emissions. 

Check your eligibility through this checklist.  
 
You might be able to join if:

• Your family’s total income is less than £31,000.
• Someone in your home has a long-term health condition that gets worse in a cold house.
• You meet other requirements based on your income or health.

Extra: You don’t need to own your home to apply – private renters are eligible but will just need landlord approval first.  

If you think you might qualify:

1. Call Scarf (they are running the programme on behalf of Falkirk Council) at 01224 213 005 or contact one of approved installers of your choice. You can check who the approved installers are at the bottom of this page.  
2. An approved installer will come and check your house to see if it can be improved and to check whether you’re eligible.  
3. At the same time, the installer will collect any documents they need to prove you qualify. 
4. Your application will be reviewed and if eligible, approved by Falkirk Council. 
   The final decision on whether a household receives ECO measures is made by the energy suppliers and therefore inclusion in a Scarf Referral / Local Authority eligibility approval will not guarantee installation of measures. 
5. Once approved, the installation company will come and complete the work that has been agreed. 
6. You are left with a warmer, more energy efficient home!

Only the installers approved by Falkirk Council can help with ECO4 and GBIS Flex. The council and these companies will never knock on your door or call you out of the blue. 

If you don’t qualify but still want to make your home more energy-efficient, call Home Energy Scotland at 0808 808 2282. They can give you free advice and suggest other ways you can get upgrades, such as with other grants, interest free loans, and other payment methods.
