Questionnaire for Eligibility - Falkirk ECO4 and GBIS Flex

Note: This is to get an indication only. You will still need to be assessed for eligibility.

1. Do you live in Falkirk?

  • Yes → Proceed to Step 2.
  • No → You are not eligible for Falkirk ECO4 and GBIS Flex funding.

2. Are you a homeowner or a private renter?

  • Yes → Proceed to Step 3.
  • No → You are not eligible for ECO4 and GBIS Flex funding. 

3. Does your home have an Energy Performance Certificate (EPC) rating of D, E, F, or G?

  • Yes → Proceed to Step 4.
  • No → You are not eligible for ECO4 and GBIS Flex funding. 

4. Is your annual household income less than £31,000?

  • Yes → You may be eligible for ECO4 and GBIS Flex funding!
  • No → Proceed to step 5 

5. Do you receive any of the following benefits?

☐ Child Benefit

☐ Pension Guarantee Credit

☐ Income-related Employment and Support Allowance (ESA)

☐ Income-based Jobseeker's Allowance (JSA)

☐ Income Support

☐ Tax Credits (Child Tax Credits and Working Tax Credits)

☐ Universal Credit

☐ Housing Benefit 

☐ Pension Credit Savings Credit 

  • Yes → You may be eligible for ECO4 and GBIS Flex funding! 
  • No → Proceed to step 5 

6. Does your home have an Energy Performance Certificate (EPC) rating of E, F, or G and any TWO of the following (a-e) apply to you?

a. Do you live in an area identified as being in the first, second, or third decile on the Index of Multiple Deprivation for 2020 (link here)?  

b. Do you receive a Council Tax rebate based on low income (excluding single person rebates)?

c. Are you or anyone in your home vulnerable to living in a cold home due to any of the following?

  • Cardiovascular conditions
  • Respiratory conditions (in particular, chronic obstructive pulmonary disease and childhood asthma) 
  • Mental health conditions 
  • Disability 
  • 65 years old or above 
  • Young children (under 5) 
  • Pregnant women 

d. Do you receive free school meals due to low income? 

e. Have you been referred by your energy supplier or Citizen's Advice because you're struggling to pay your energy bills? 

  • Yes to TWO or more of the above → You may be eligible for ECO4 and GBIS Flex funding! Excludes combination of a and c, these are not allowed together.
  • No to all of the above → Proceed to step 6 

7. Your doctor or GP has referred you or someone at home to the scheme as they have identified you as someone on low income and vulnerable, whose health conditions may be impacted further by living in a cold home. These health conditions ma

  • Yes → You may be eligible for ECO4 and GBIS Flex funding!
  • No to all questions → You are not eligible for ECO4 and GBIS Flex funding.
