Kinneil Estate Masterplan sets out 10-year vision
Elected members will consider a new future vision for the Kinneil Estate, which aims to protect, enhance, and invest in this much-loved park.
The Kinneil Estate Masterplan 2026-2036, which will be debated at the Council’s Executive on 6 November, outlines how the 76-hectare estate in Bo’ness will be managed and developed over the next decade. It seeks to safeguard Kinneil’s heritage, improve visitor facilities, and support biodiversity and climate action.
The Masterplan has been shaped by extensive consultation with local residents, community groups and stakeholders. More than 75% of respondents supported the overall vision and aims of the draft Masterplan. Feedback highlighted strong support for protecting Kinneil’s heritage and natural environment.
The Masterplan highlights the largest planned investment in any of the parks previously managed by Falkirk Community Trust. This includes £200,000 for the play area upgrade in 2025/26, £84,000 for the Hidden Heritage Trail, and a £200,000 capital bid for 2026/27 that could attract significant further external funding and planning contributions.
This builds on over £1 million already invested in Kinneil Estate since 2015 by Falkirk Council, Falkirk Community Trust, Historic Environment Scotland, and local partners.
The Masterplan focuses on five key themes:
- Growth and Visitors - improving paths, signage, accessibility, and visitor facilities such as toilets and refreshments;
- Sustainable Management - enhancing woodland, habitats, and biodiversity to contribute to the Council’s Net Zero by 2030 target;
- Community Engagement - creating more opportunities for volunteering, inclusion, and partnership working;
- Heritage and Education - finding new ways to share the “Kinneil Story”; and
- Funding and Innovation - exploring new income streams and delivery models to ensure the park’s long-term sustainability.
If approved, delivery of the Masterplan would be co-ordinated through the Kinneil Estate Advisory Group, bringing together Falkirk Council, community organisations, and funding partners.

“It is pleasing to see that the Masterplan attracted strong levels of public support, but it is now for Elected Members to decide if this is the correct vision for Kinneil Estate.
