Stirling Council set to join Transformation through Collaboration programme
The Transformation through Collaboration programme between Falkirk Council and Clackmannanshire Council is set to expand to include Stirling Council.
At a special meeting yesterday (Thursday 26 February 2026), Stirling Councillors agreed to join the process, marking a significant step forward for the Transformation through Collaboration programme.
The inclusion of Stirling Council will strengthen opportunities to design more resilient, sustainable services across the Forth Valley area.
At the February meeting of the Transformation through Collaboration Board, partners agreed to build on the initial phase of work and extend the programme into additional service areas to include:
- Estates Management
- Roads Services
- Housing Services
- Corporate Procurement
Corporate Procurement will join the four existing workstreams already in the design and development phase - Revenues & Benefits, Internal Audit & Fraud, Resilience & Emergency Planning and Governance - while Housing, Roads and Estates Management will undergo further exploratory work due to their size and the fact they are more complex areas of service delivery.
Protect frontline services
Detailed scoping work is being undertaken to assess where shared approaches could improve resilience, deliver better value for money and protect frontline services.
Partner Councils already work successfully with neighbouring local authorities and other partners in several areas and the Transformation through Collaboration programme builds on that experience.
Over the months, work will be done to develop all projects to the next stage.
This includes further consideration of the financial, employee, system and process implications, and development of detailed business cases, assessing risks and benefits, and identifying potential operating models.
Governance work has commenced and will consider the democratic, structural and legal issues which overarch all work. A Joint Staff Forum has also been established to ensure ongoing engagement with Trade Unions.
The Transformation through Collaboration programme is supported by Scottish Government Invest to Save funding, enabling councils to explore innovative ways of working together to address financial pressures while protecting frontline services.
