Introduction

The Pride in Place Programme is a £20 million, ten-year government-funded initiative designed to strengthen neighbourhoods by investing in community-led priorities. It aims to create lasting improvements in health, wellbeing, and opportunity which last far beyond the initial 10 years, through collaboration between residents, local organisations, and statutory partners.

The Braes Villages & Hallglen has been awarded funding through this initiative, offering a unique chance to shape a brighter, healthier and more prosperous future for residents.

Purpose of the Role

As Chair, you will act as a visible champion for your community, leading the Pride in Place Programme in The Braes Villages & Hallglen. This role is about empowering residents, fostering collaboration, and ensuring that local voices shape priorities and decisions. You will convene the Neighbourhood Board, inspire trust, and represent the programme externally.

The Neighbourhood Board should reflect the local community, being made up primarily of residents, businesses representatives and community groups and organisations. Whilst local Councillors and the MP for Falkirk will be members, the Board must be a majority non-political group with decision making resting with the community.

Key Responsibilities

As accountable body, Falkirk Council will provide ongoing officer support, guidance and training to the Chair and the Board.

With support from Council officers, the Chair’s main responsibilities will be to:

• Provide strategic leadership and impartial oversight of the programme
• Recruit, convene and chair a resident majority Neighbourhood Board, ensuring inclusive and collaborative decision-making
• Drive stakeholder organisation engagement
• Lead the development of a 10-year Pride in Place Investment Plan
• Champion and lead authentic community engagement
• Represent the Neighbourhood Board externally and act as a trusted and approachable figure within the community
• Monitor progress, manage risks and ensure compliance with governance standards.

Selection criteria

Essential criteria:
• Proven experience of senior leadership in either a professional or voluntary capacity
• Strong facilitation and consensus-building skills, ensuring lesser heard voices have agency
• Ability to remain impartial and manage diverse stakeholder interests
• Be able to demonstrate an understanding of the challenges and opportunities in Falkirk and the Neighbourhood Board area
• Approachable, collaborative, and committed to community-led development.

Desirable criteria: 
• Experience of successfully chairing boards and multi-agency partnerships
• Experience of regeneration projects and place-based investment
• Experience of managing budgets and project management.

Governance and Compliance

• The Chair position is not open to any elected official and is a strictly non-political role
• Adhere to Nolan Principles and all relevant legislation
• Manage conflicts of interest and ensure compliance with relevant legislation and programme standards
• Work with the Falkirk Council Officers to ensure compliance, accountability and reporting processes including establishing processes, policy and procedures for the Board.

Recruitment process

• Complete an Expression of Interest form above, outlining your relevant skills and links to the area to PrideInPlace@falkirk.gov.uk and contact details for two references who can confirm your suitability for the role. Referees can be community representatives, leaders of trusts or charities, faith leaders or similar. They can also be from a current or former employer.
• Interview by a panel comprising Falkirk Council and the MP for Falkirk.
• The successful candidate should be available for an immediate start, subject to checks.

Additional information

• The role will require a Disclosure Scotland check
• Along with all Board members, the Chair will be required to declare and maintain a register of interest statement (including political affiliations) and agree to adhere to governance standards
• Applicants with outstanding debts to Falkirk Council will not be considered
• This is a voluntary position, however reasonable recompense for costs incurred in carrying out this role will be considered by the Pride in Place Board
